Little Miss Holly Vintage Boys Shorts Size Small 8

I have a retro vintage pair of boys shorts. The brand is "Little Miss Holly". They are made of 100% Nylon. The tags don't say a size so I measured them. When looking at a boys size chart on google it said these are a size small 8. I got 12 inches across the waist so it will fit a 24 inch waist. The length of them from top down to crotch is 11 inches and remaining length from crotch down is 3 inches for an entire length of 13 inches. The bottom end of the shorts i can't make my mind up if someone cut them or made that way. I gave several pictures of them so you decide.
