Clown toy Unique Possibly hand made

We have a very unique item that I am bit baffled on. I am not sure if this was mass produced or handmade. It is in excellent condition with no stains or issues noticed. The face is plastic, and the rest of the body is like yarn. It feels like a rod running through the body keeping it together. The entire length of it is 14 inches. The measurement across the center is 4 inches. The legs are 6 inches long. The arms are 4 inches long. I have given several pictures of it so please check those out.
