Vintage Leather Girls Size small S cowgirl Skirt handmade

I have a nice leather young girls skirt. I strongly believe it was handmade, and vintage. It has tassles along the bottom. When I measured the waist I got 11 inches so I doubled it, and this will fit a girls waist of about 22 inches. I then googled to try to find out what size this was, and a size chart. Per the chart this will generally fit a young girl about 4-5 years of age. It shown as a size small. The length of it is 14 inches. Someone wrote front and back on the inside. The zipper works fine. The leather does have a few white wear spots as shown in the pictures. I have given several pictures of it so please check those out. If you have any questions please ask.
