Black Metal Candle holder or ashtray unique & unusual

Here we have a item that we are truly not 100% sure what it is. We believe it is either a ashtray, or candle holder. We are leaning more towards this being a candle holder because of the handle on it. It does have some tarnish, and wear spots. A very unique item. The bottom diameter is 2 1/4 inches. It stands about 1 1/2 inches tall, and the handle is the tallest part. The height just to the base was about 1 inch. We have given several pictures of it so please check those out.
