White tall planter with 4 small holes self watering

Here we have a white self watering planter. At least that is what I believe it is. I believe the bottom part is missing. I may also be absolutely wrong on what this is. It stands 4 1/4 inches tall. The opening diameter is 3 3/4 inches. The base is 3 3/4 inches. I did notice 1 chip along the base, and is shown in the pictures. The chip does not make it stand uneven.
